Sir,--- With reference to the subject of my dispatches bearing this date, I beg to draw your further attention to the following consideration.
It is very desirable that any Treaty of Peace which we may conclude, with Indian Nations or Tribes actually at war with us, should be expressed in terms which denote the Independence of the Nation or Tribe with which we are treating, and you will intimate to the friendly nations that in their treaties with the United States of America they ought to adhere as much as possible to the terms used in their former treaties with the United States--- describing themselves as "Nations" not "Tribes" wherein it has been formally the practice to so designate themselves.
