69.) There is a New York State Governor's Edict, that mandates that all New York State employees who have an official conversation with an indian, not just Seneca Indians, but all indians, must fill out a form and detail that conversation and forward to the Governor. Approximately 1999, I filed a civil, discrimination lawsuit against a municipality, in western N.Y. An attorney practicing in the Western New York Judicial District, told me that there is a New York State Governor's Edict that states that anyone who works for the state, who has an official conversation with an indian, not just Seneca Indians, but all indians, must document the contents of that conversation and forward it to the Governor's Office. This Governor's Edict was made before 1999, and apparently, was still in effect in 1999 . I do not know the year the Edict was made, or what governor made it. Only because the attorney mentioned "not just Seneca Indians, but all indians", I believe it may have been Governor Pataki.  And usually, the only place the general public can find these books, are for sale on the internet's used book websites, or in used book stores. If you're lucky. And that's how I started to fine these books of the "shadow libraries" concerning indigenous people. By simply walking down the aisle of a used bookstore, seeing a title of a book on the shelf and saying- that looks interesting, and start reading it. This was a few years before the pandemic. Although there have been a couple of books I have been trying to locate in used bookstores, for the past 40+ years. I came up with the term "shadow library" in relation to it being a shadow of the public library. Always there, but in discernible to the public.   Before we begin, it needs to be made clear that the indigenous students who are learning their language and the instructors who are teaching the language, are not at fault or blame for the damage that the United States and Canadian government's Indigenous Language Programs have done to the indigenous language. The indigenous students and instructors must be encouraged to continue their good work. Their work of learning the language is necessary for the continued existence of Our People. Garland releases Department Of Justice report of Minneapolis Police department, finding that African Americans and Native Americans the target of excessive force and systemic racism by the Minneapolis Police Department for decades.  This is the first or second time in my memory, when I heard Native Americans being included in any type of statistical analysis like this. In the 1960's the American Indian Movement (AIM) was created in Minneapolis, Minnesota, to combat the racism, rape, assault and murder of Native Americans at the hands of the Minnesota Police Department. Because of this and AIM's expanded protectivism of Native Americans, they were and are listed with a "domestic terrorist" classification. United States Attorney General Merrick B. Garland, is the highest ranking law enforcement person in the U.S..  Just do an internet search on the "Five Eyes". They are the United Kingdom, the United States, Canada, Australia and New Zealand. It started in secret with just the United Kingdom in the United States exchanging military intelligence during World War II. Then after some years, Canada, Australia and New Zealand were added. And around 2012 or 2013 they admitted to calling themselves the Five Eyes and who they are. Which fortunately, are more readily available in medium-sized cities like Buffalo, Syracuse, N.Y. or Hamilton, Ontario. It looks similar to a dark green zucchini. Diameters are generally inch and a half to three inches. It has long narrow fins, running lengthwise, end-to-end.  Look at the current state of the U.S. government: The Senate and the House of Congress, hate each other. And they cannot and refuse to do what is best for the American people. They never miss an opportunity to harm each other politically. They themselves state this about each other. They have turned the Supreme Court into a political divide, depending on what political party can get the most Supreme Court Justices seated. They've given up on trying to continue the idea that the Supreme Court is not partisan.  The U.S. population is divided roughly in half by political parties and they hate each other, and kill each other because of this. First, let us be clear on this- the court system of the United States and Canada are tools of colonization, designed to go against the principles of justice, truth, good faith, democracy, equality, and respect for human rights for all Indigenous People, their Children and the future generations of Indigenous People. The courts are designed to divide and conquer indigenous people and get them to fight each other and not come together with one mind, and do what is best for the people. Which is the way of "indigenous original instructions," that were given to indigenous people from the Creator . The courts are unnatural to all indigenous people. All the rights that the Indigenous people and individuals have lost through the court system, must now be recognized and reinstated whole, through the United Nations Declaration of the Rights of Indigenous People (UNDRIP).
