There is a New York State Governor's Edict, that mandates that all New York State employees who have an official conversation with an indian, not just Seneca Indians, but all indians, must fill out a form and detail that conversation and forward to the Governor. Help locate this NYS Governor's Edict. (5 min. read)

Approximately 1999, I filed a civil, discrimination lawsuit against a municipality, in western N.Y. An attorney practicing in the Western New York Judicial District, told me that there is a New York State Governor's Edict that states that anyone who works for the state, who has an official conversation with an indian, not just Seneca Indians, but all indians, must document the contents of that conversation and forward it to the Governor's Office.

This Governor's Edict was made before 1999, and apparently, was still in effect in 1999 . I do not know the year the Edict was made, or what governor made it. Only because the attorney mentioned "not just Seneca Indians, but all indians", I believe it may have been Governor Pataki. As there was confrontation between the Seneca Nation of Indians and Governor Pataki. This is the best time frame that I can provide, given the information presented here. The search cannot be limited to Governor Pataki, but that might be the most reasonable place to start the search.

I have tried unsuccessfully for decades since, to find this Governor's Edict or Order, as it is sometimes called. I have been unable to locate it in New York state records, on the internet.

For the following, I will withhold the names of the SUNY university and the names of the universty people involved. It is my hope that these people will come forward on their own, once the search for this Governor's Edict starts and questions start getting asked. They have the answers. This is not about destruction. It is about routing out government mandated racism, getting healthy and becoming stronger- together. As is the case, with all of these articles.

April 2016, I attended a State University of Buffalo, New York (SUNY) Indigenous Storyteller Conference. One of the speakers there was Amanda Blackhorse, founder of the Arizona to Rally Against Native American Mascots. Her presentation was about her activism to make the Washington NFL football team, change their racist name. 

(As a side note, I had a chance to talk to Amanda Blackhorse and she related to me the following that happened, because of her activism to get the NFL football team's name changed. She came home one evening and found objects in her home moved around. She said this was to send her a message, that they can get to her any time they want to, because of what she was doing. Intimidation and threat, to stop what she was doing. She was so scared of this, that she moved in with her sister. But continued to get the NFL team to change their name.)

It was in the morning when everybody was having coffee and snacks before the speakers started. I was sitting at a table with a SUNY professor from that university, who is indigenous. And also, the "head" of the  American Studies Department was sitting at this table as well. I can't be certain if he was Director, Chair or Dean, unfortunately. As best as I can recall, he was the head of the American Studies Department.

I brought to this table, the conversation of the information that I received from the attorney, in 1999. And the professor agreed, that yes, this was true. As a matter of fact she encountered this very situation. After speaking to an Indian person, she received forms that stated she had to document in detail, the conversation that she had with an Indian person and forward it to the Governor's office. She said that she asked her boss- 'is this for real' and he said to her 'yes, you have to do that'.

The head of the American Studies Department agreed, and related that yes, that form must be filled out, under the circumstances given in this conversation.

In April 2023, SUNY Indigenous Storytellers Conference. I asked numerous lead faculty of the Indigenous Studies Program about this Governor's Edict, and no one said they heard about it, or knew anything about it.

At this conference, I finally spoke to an indigenous PhD, a former instructor at this SUNY university. She said yes, she knew about the Governor's Edict and that she absolutely refused to sign the paper, to say she would do that. And that she never documented any conversations with Indian people. To my understanding, she was referring to being forced to sign a Governor's Edict that stated- she would document in detail, each conversation she had with Indian people, while working at this SUNY university. And then forward this documented 'conversation with an Indian' to the governor's office.

That is the information I give. I believe that the people who read this, have the resources to locate this NYS Governor's Edict.

It is apparent that some lawyers in New York State, have known about this Governor's Edict for quite some time, and have remained silent about it. Why?

It is also apparent, that some State University of New York academia personnel have also known about this Governor's Edict for quite some time and have also remained silent about it. Why?

There are too many lawyers and too many SUNY academia personnel across New York State who know about this racist, Governor's Edict, to keep it a secret any longer. I believe they just need to be questioned about it. They are not bad people.

Start asking questions.

It is unimaginable, that any New York State Governor would issue such an Edict against any other such minority, religious group or any other group of people in New York State. No matter the time frame, or circumstances involved. I'm sure you would agree, it is completely unacceptable and illegal. Only the Indigenous People of New York State are treated this way by the State of New York. Try to place a Governor's Edict like this, against any other group in New York State. It is unimaginable.

Please find this New York State Governor's racist and heinous Edict. It must be exposed.

Once questioning starts to happen, it is my hope that the present governor herself, New York State Governor Kathy Hochol, will produce this Edict, and remove this type of poison, out of New York State.
