The last part of the brain to develop in a child is the part of the brain that controls good judgment. This part of the brain is called the "frontal lobe". It's located in the front of the brain, behind the lower forehead. Science says that generally, the use of the frontal lobe, will not become fully functional until around 18 years of age and into the early 20's. It depends on the individual.

This is why children under 18 years of age, are deemed incapable of making competent decisions for themselves. This is science.

This is why teenagers make such bad decisions. Teenagers have more time out of the control or direct supervision of their parents. Younger children are generally under the control of their parents or a responsible adult to make good decisions for the child.

And this "legal age of consent" is used and accepted throughout all legal and common sense aspects of society.

This legal age of consent, is why the crimnal court system takes age into consideration in determining whether to prosecute an individual as a juvenile or as an adult. And if the individual is prosecuted as a juvenile, they will go to juvenile court and if found guilty, they will serve their sentence in juvenile detention, not adult prison, until the age of 18. The sentence of juveniles are less than adults because the courts accept the science of the development of the frontal lobe. That a person under the age of 18 , is scientifically and thus legally incapable to make good decisions until the frontal lobe is fully developed. And society views juveniles not responsible for their actions as adults are, because of science.

Society and the courts have decided not to ruin the adult lives of young people under the age of 18, because of bad decisions they made as juveniles, due to the science of the late development of the frontal lobe.

The civil court system also uses the legal age of consent of 18 for an individual to be able to make legal decisions concerning their civil matters. An individual cannot take control of their own civil life or be responsible for legal, civil decisions until the age of 18.

The legal age of consent to have sex is 18 years old. It is illegal for an adult to have sex with with a person less than 18 years old.

The legal age of consent to consume alcoholic beverages is 18 years of age, and in some regions it has been raised to 21.

The legal age for an individual to join or be drafted into the military is 18 years old.

18 years old, is the age of consent, because it is based solidly in science.
